It's a different spin on the original saying by the Chinese philosopher Lao-Tzu.
It reminds me of the many travel miles to the flea markets in other states (like California...that I long to visit someday) and that if I spend all of my cash there, then I'll use my credit cards when I shop at the Antique Shops and Thrift Stores afterwards...or something like that.
